WHOIS lookups were traditionally performed with a command line interface application, and network administrators predominantly still use this method, but many simplified web-based tools exist. WHOIS services are typically communicated using the Transmission Control Protocol (TCP). Servers listen to requests on the well-known port number 43.

This is a dynamic ip address provided by one of the big internet providers for their customers to use. It's assigned to different users at different times, and the internet provider is the one who chooses the ip address each time someone connects to the internet through their service (it's also called a floating ip address, I think). Right now it's our address and we're in the USA and NOT connected to Nigeria or any other country. Next time we connect, it'll probably be through a different ip address. Look up dynamic and static ip addresses to find out what this all means if you're not sure.
